EU Updates PPE Standards in 2026: What Swim Goggle Buyers Should Verify

On June 16, 2026, the Official Journal of the European Union published Commission Implementing Decision (EU) 2026/1279. The decision replaces the previous Decision (EU) 2023/941 and provides the current list of harmonised standards supporting the EU Personal Protective Equipment Regulation (EU) 2016/425.

Under Article 14 of the PPE Regulation, products complying with harmonised standards referenced in the Official Journal benefit from a presumption of conformity with the essential health and safety requirements covered by those standards.

Swimming goggles are generally treated as Category I PPE because they protect the user's eyes against prolonged contact with water. The Finnish Safety and Chemicals Agency, Tukes, specifically lists swimming goggles among Category I products. Under Article 19 of Regulation (EU) 2016/425, Category I PPE follows the internal production control procedure set out in Module A.

However, Category I classification does not remove the manufacturer's compliance responsibilities. Technical documentation, risk assessment, product identification, instructions, production consistency controls, an EU Declaration of Conformity and CE marking are still required before the product is placed on the EU market.

A review of Annex I to Decision (EU) 2026/1279 shows that EN ISO 18527-1 for skiing and snowboarding goggles and EN ISO 18527-2 for squash and racquetball eye protectors are included. ISO or EN ISO 18527-3 for surface-swimming eyewear is not listed in the decision as of August 10, 2026.

This means that testing swim goggles according to ISO 18527-3 can provide important technical evidence for lens performance, optical properties, materials, construction, marking and product information, but it does not by itself create the presumption of conformity provided by Article 14 for harmonised standards referenced in the Official Journal.

For private-label and OEM programs, the responsible economic operator should also be confirmed early. Under the PPE Regulation, an importer or distributor that places PPE on the market under its own name or trademark may assume the manufacturer's legal responsibilities.
